Abstract: Central banks in emerging markets and developing economies research solutions to regulate cryptocurrency. Still, they are conducting research to implement their own digital currency with different motivations, generating complexity in its understanding. Our main motivation to conduct this research is that the Distributed Ledger Technology-Based Central Bank Digital Currency is in its initial stages of research and needs for conceptual, empirical, and technical research. The problem addressed in this thesis is the lack of a proper conceptualization of the technical language of the Central Bank Digital Currency and the nonexistence of a framework that guides central banks and their stakeholders in the process of the digitalization of currency. This thesis aims to improve the Distributed Ledger Technology-Based Central Bank Digital Currency knowledge, proposing a reference model for Central Bank Digital Currency that can serve as a guide to plan, design, deploy, and regulate this new type of currency. We used the Design Science Research approach combined with several other research methods, namely literature review, exploratory research, systematic mapping, systematic literature review, multivocal literature review, grey literature review, systematic mapping, model ideation, case study, qualitative document analysis, survey, and focus group. The proposed reference model is composed of a set of components, viewpoints, and integrates the technological to financial, legal, social, strategic, and international politics dimensions of regulations. It can be used as decision-aid tool and a foundational framework for central banks and their stakeholders to understand the Central Bank Digital Currency ecosystem and their role in currency digitalization process. These reference model' strengths contribute to reduce countries' payment divide and improve its digital inclusion, digital transformation, and digital innovation.
